Chief Infrastructure and Security Officer

With over 25 years of IT and Information Security experience beginning in his military career, Roy is no stranger to the challenges faced from a security standpoint in the world of IT, today. For the past 3 ½ years, Roy has been the Chief Infrastructure and Security Officer for the City of Irving, Texas. During his tenure, he has brought many improvements to the city’s IT program – including the founding of the Cybersecurity Governance Committee, the AI Review Committee, deployment of next generation firewall and endpoint protection technology and a cybersecurity posture redesign. Prior to that, he was the IT Director for Publishing Concepts. During his tenure there, he recovered over $190,000 for PCI that was lost as a result of a wire fraud incident, as well as drove initiatives for IT team continuing education, data/email retention and DLP, BCP and infrastructure security upgrades. For 6 years prior, Roy was the IT director and ISO for NexBank SSB. During this time, he implemented several changes to the bank’s infrastructure by deploying new, more secure, technologies, as well as made changes to the bank’s Information and Cybersecurity programs that have been key in keeping NexBank ahead of the curve. He also recovered over 10 million lost as a result of wire fraud by working closely with the Secret Service and FBI. Prior to NexBank, Roy has spent a lot of his civilian career as an IT consultant. From 1994 to 2007, Roy enjoyed a very prosperous Naval Career.
